The predecessor of the College of Language and Culture (CLL) can be traced back to the Foreign Language Section of the Northwest Agricultural University. In 1989, the Foreign Language Department of the Northwest Agricultural University was established. In 2000, the Department of Foreign Languages belonging to the College of Humanities of the Northwest A&F University came into being on the basis of the former Foreign Language Department of the Northwest Agricultural University and the Foreign Language Teaching and Research Section of the former Department of Basic Courses of the Northwest Forestry College. In 2002, it was separated from the College of Humanities, and the Department of Foreign Languages of the Northwest A&F University was founded. In May 2021, the College was established on the department.
At present, the CLL offers a MTI program and 3 undergrauduate programs,namely English, Russian and Teaching Chinese to Speakers of Other Languages. At the same time, the college undertakes the University’s foreign language teaching for non-English majors ranging from undergraduate,postgraduate to doctoral students, involving English, Japanese, Russian, French and other languages. It has been providing translation and interpretation services in international communications and conferences for the University and Yangling Demonstration Zone for a long time. Besides, the college also offers English translation to the University websites and editing of English versions for related academic journals.
There are 131 faculty members in the college, including 117 full-time teachers. Among full-time teachers, 37 hold senior titles, 108 with doctoral or master's degrees, and about 60% of them have at least one year overseas experiences.
The CLL comprises the following departments: Department of English, Department of Russian, Department of Teaching Chinese for Speakers of Other Languages, and Department of Foreign Language Teaching. The College also houses the Institute of Translation Studies in Agricultural Science and Technology, MTI Education Center, Language Teaching Experiment Center, College Library and Audio-visual Studio etc. The Language Teaching Experiment Center is equipped with advanced facilities with complete functions, including 2 professional basic laboratories , 1 comprehensive laboratory and 1 simultaneous interpretation laboratory for language majors , 10 basic language laboratories for non-language majors. There are more than 800 seats in total. The Language Teaching Experiment Center which undertakes English audio-visual teaching for College English freshmen and sophomores, and English majors; National oral tests for CET-4, CET-6, and written or oral tests for TEM-4 and TEM-8; and National Putonghua Proficiency Tests (Northwest A&F University Station).
